The National Climate Change Bill is expected to be tabled for at least a first reading in the current parliamentary session, a key step to strengthen climate governance and support Malaysia’s carbon reduction commitments, Deputy Minister of Natural Resources and Environment Syed Ibrahim Syed Noh said, according to a report by Business Today.
Speaking in the Dewan Rakyat, Syed Ibrahim noted that the ministry is finalising the National Carbon Market Policy, which will complement the bill by providing a legal framework to regulate greenhouse gas emissions and oversee carbon trading activities, including Internationally Transferred Mitigation Outcomes (ITMO), under Malaysia’s Paris Agreement commitments.
The bill and policy aim to enhance transparency and accountability through robust carbon emission measurement and reporting, contributing directly to the country’s Nationally Determined Contributions (NDC).
Syed Ibrahim also highlighted the potential for Malaysia to emerge as a regional carbon trading hub, fostering sustainable green economic growth.
The ministry conducted at least 13 engagement sessions with state governments and consulted the public from October to December last year, with further dialogues planned with industry players and NGOs to ensure effective implementation.
