NEW DELHI/SINGAPORE – Global refiners, energy charterers, and state-backed shipping fleets are adjusting vessel schedules and shifting offshore ship-to-ship (STS) transfers in the Gulf of Oman to avoid high-risk maritime zones. Due to new regional blacklists targeting dozens of non-compliant tankers, foreign operators are moving away from typical transfer ports near Sohar and Fujairah. Shippers are using darker transits, delivered-basis crude purchases, or moving operations further offshore into international waters to protect valuable oil and gas cargoes from detention threats, high sanctions compliance risks, and volatile maritime trade corridors.
